Error!!: can't find local updatelist.txt - for all plugins

So I remember playing mtg on lackey a couple years ago and recently installed the latest version on my new PC.  I have been attempting to install the magic plugin -http://www.angelfire.com/funky/magiclackey/high/updatelist.txt -but every time I get the message "Error!!:  can't find local updatelist.txt".  This does not change for different plugins.

What the heck is going on?  I uninstalled and reinstalled Lackey a couple times, searched for all possible autoupdate plugins and it seems that there are no manual plugins for MTG.

I would have to talk you through it to see if there is an issue. I suspect that this is not a bug with Lackey, or a mistake with a plugin. For example, that sort of message would be caused if you had lackey in a place that wasn't allowed to have files downloaded to it, due to some preference on your computer.
