New plugin does not work

So i created a new plugin following the tutorial. i followed the beginning instructions easy..it said lacky will create default values..okay..fine...i do that and when i attempt to load the plugin lacky crashes and it DOES NOT fill in any values what-so-ever in the plugininfo.txt file. i'm 99% sure i've done nothing wrong here but just in case, is there an additional step i missed?

You have a file named "Plugininfo.txt".

Also, never distribute pluginpreferences.txt.
