Is there a limit to general functions buttons?

I've made 10 General Function Buttons but I need 11.. and the last button will not show up.. but with out changing code.. if I just delete one of the other buttons the missing button appears?

I believe the max is 20. In any event, do you really need that many to appear as buttons? They can be called in several other ways too.
