[Marketing] Smaller Games?

I'm currently in the process of creating Macro: The Micro Card Game which only requires 8 Cards to compete (1 Character & 7 Abilities).

This game, being such a small project has it's advantages as in being cheap to produce and cheap to invest in it considering a Booster Pack is the equivalent of a starter deck (There will be a Quick-Starter guide included in the Booster.)

The problem I'm perceiving though is, how do I sell this game further on? Should it be expansions of 7-Card Boosters per Race or should it be a bit more like 14-Card Boosters to add variety and choice to it? or should it be less and let cards be sold individually in those little transparent plastic wrappers some Promo Cards come in in other games?

Take note due to mechanics of this game player's only can use a single copy of any card. Which might affect my last mentioned marketing idea somewhat.

Suggestions?

Make it a living card game like the stuff from fantasy flight games, maximum copies for all the current cards.
