I need some help revivin tcg/ccg's 2 use as plugins

Would really luv 2 know the basic simple 2 know plugin knowledge on how 2 make 1 4 a tcg/ccg, basically how to make 4 newbies/dummies.

Power Rangers
Sailor Moon
any other jap-2-eng tv show based card game
