Need Help With Plugin Installation Bug

Hi. I've been having a problem where every time, without fail, every single plugin I try to load doesn't work. I try to paste them I get the "Not a valid URL, it needs updatelist.txt at the end" error, even though the each url I've tried CLEARLY has it at the end. If i try to just type it in, that doesn't work either. It says gives me this long-winded bullshit about how it needs to be and auto-update url.
